紹介している記事の冒頭には、2021年2月22日にソフトバンクグループ株式会社が過去に発行した外貨建て社債を対象に
公開買い付けを実施すると発表したと書かれていますが、少なくとも日本の金融商品取引法に基づく公開買付が行われる
というわけではありません（例えば、ソフトバンクグループ株式会社はEDINETに公開買付届出書を提出していません）。
また、記事には言及がありませんが、社債に関し「コンセント・ソリシテーション（同意勧誘）」も同時に行うとのことです。

SoftBank Group Corp. is now making a "consent solicitation"
simultaneously with a buy-back of its corporate bond denominated in foreign currencies.
Namely, SoftBank Group Corp. is now soliciting holders of its corporate bond denominated in foreign currencies
for a consent to an amendment to a part of clauses of a trust contract.
According to a press release, in order for SoftBank Group Corp. to make a partial amendment to clauses
of a trust contract, it is required to acquire a consent from a majority of holders of each corporate bond
on a basis of the total amount of each corporate bond issued.
And, concerning a "open-to-the-public" buy-back of its corporate bond denominated in foreign currencies,
SoftBank Group Corp. has not yet submitted nor is not able to submit a tender offer notification to the EDINET.
The reason for those 2 impossibilities by it is not that subject securities are denominated in foreign currencies
but that subject securities are without a voting right.

ソフトバンクグループ株式会社は目下、発行した外貨建て社債の買い入れと同時に、
「コンセント・ソリシテーション（同意勧誘）」を行っています。
すなわち、ソフトバンクグループ株式会社は目下、発行した外貨建て社債の保有者に対し、
信託契約の一部条項の変更に同意をしてくれるよう勧誘を行っているところです。
プレスリリースによりますと、ソフトバンクグループ株式会社が信託契約の条項を一部変更するためには、
各外貨建て社債それぞれ発行総額の過半数の保有者の同意取得が必要となります。
それから、発行した外貨建て社債の「一般に公開されている」買い入れに関してですが、
ソフトバンクグループ株式会社はEDINETへ公開買付届出書をまだ提出していませんしさらには提出することもできません。
ソフトバンクグループ株式会社にとってそれら2つのことが不可能である理由は、
対象有価証券が外貨建てであるからではなく、対象有価証券には議決権が付いていないからです。
